TALLADEGA COUNTY — The County Commission voted unanimously Monday night to authorize county attorney Barry Vaughn to come up with a proposed bill that would allow the sale of draft beer on and off premises in the county following a public hearing.There was no opposition to the proposal during the hearing, and Sylacauga restaurant owner Alan Sanders presented a petition signed by between 900 and 1,000 people, as well as letters of support from two beer distributors and half a dozen other restaurant owners.
Sanders’ proposal would have allowed the sale of draft beer only by restaurants, but he said he would not oppose allowing licensed businesses to rent kegs as well. The commission asked Vaughn to research ordinances covering both.
The resolution Vaughn would craft for the commission’s approval would be a recommendation to the state Legislature only. The commission itself does not have the authority to pass ordinances, as Commissioner Jimmy Roberson pointed out.
Since the regular legislative session ends next week, there will be no time to walk a bill through this year unless the governor calls a special session, which may happen this year.
Vaughn was also asked to research whether or not the proposal could be advertised in advance and if it could be taken up during a special session.
Also during Monday’s meeting, the commission voted unanimously to approve a 10 year abatement of all non-educational taxes for Allen Oil Company, which is building a new automobile lubricant manufacturing and distribution facility on the Smelley property behind the Koch Foods feed mill and Precision Strip on Alabama 21 South.
The new facility, according to paperwork presented Monday by Talladega County Economic Development Authority executive director Calvin Miller, will employ a total of 16 people, including 10 the first year. The project represents a total capital investment of $1,085,000.
Allen Oil recently closed a facility on Battle Street to make way for a Wal-Greens.
Also Monday, the commission:
O Tabled a request to release 2-cent tax funds for water improvements at the Talladega Municipal Airport pending Miller’s obtaining two more signatures on the written request.
O Approved a grant for $50,000 to purchase security cameras at the Talladega Superspeedway.
O Awarded bids for seed, fertilizer and lime for the Road Department to the only bidder.
O Approved a resolution to return $6,000 in unused funds to the Central Water District.
O Tabled discussion of a requested rate increase from Veolia Environmental Services.
O Designated a vehicle previously used by the Talladega County Drug and Violent Crime Task Force surplus.
O Appointed Talladega County Sheriff’s Department Chief Deputy Jimmy Kilgore to the E911 Ambulance Committee.
O Reappointed Kay Camp, Jerry Fielding, Ada Hamilton and John Floyd to the County Department of Human Resources Board. Charles Bonner was appointed to the same body, replacing Sarah Jones. All will serve until 2014.
O Approved the leases to the state Department of Pardons and Paroles for facilities in Talladega and Sylacauga for $1,529 per month and $1,362 per month, respectively.
