Residents speak out about weed ordinance

Residents spoke to the Lincoln City Council Tuesday regarding the city’s nuisance and weed abatement ordinance.

“There is a nuisance on Rushing Springs Road,” the residents said. “There is overgrown property next door. Some of the biggest snakes I’ve ever seen have come from there.”

The residents said there is also a rat problem due to overgrowth on the adjacent undeveloped lot.

“What must I do to try to qualify to get this property cut?” the residents asked.

Lincoln Mayor bud Kitchin said the lot owner appeared before the council and appealed notices posted regarding the undeveloped lot.

“The undeveloped property is no different from other ones nearby,” he said.

Kitchin said the council would have to declare the property a nuisance; and if the city then was to clean up undeveloped property, it could set a bad precedent.

“Our city attorney asked if we were prepared to clean up all the undeveloped properties in the city,” Kitchin said. “It is a broader issue than just one lot.”

The residents asked why their situation suddenly could affect the whole city.

“There are rats that come across to our property, and I have grandkids here,” the resident said.

Kitchin said the city would consult the city attorney for advice.

In other matters Tuesday, the council:

O Approved a resolution for a legislative annex for property owned by Ron and Ammie Brooks located at 799 Blue Springs Road.

O Approved an ordinance annexing property owned by Wesley and Leslie Yoder located at 2264 Holly Hills Road.

O Approved an ordinance annexing property owned by Gary Steed located at 295 Blue Eye Springs Road.

O Announced the department head liaisons including Council Members Kurt Kuykendall as police department liaison, Jean Burk as the parks and recreation department liaison, Gwen Barber as the fire department liaison, Sadie Britt as the street, water and sewer department liaison and Billy Pearson as the library liaison.

O Approved a motion appointing Sadie Britt as Chairman Pro Tempore for FY 2014.
