Water rates going up 8 percent

TALLADEGA — People in the city, both residents and employees, will be facing some additional fees during the next fiscal year.

At its meeting Monday night, the City Council approved a new budget with an 8 percent increase for water and sewer rates. Council President Horace Patterson said the increase was due to an Environmental Protection Agency compliance order, an Alabama Department of Environmental Management consent order and risk assessment.

City employees will pay even higher fees through their health insurance premiums. The Local Government Health Insurance Program of the State Employees’ Health Insurance Board will increase its premium rates by 10 percent on Oct. 1. As the city’s draft budget had estimated only a 5 percent increase, the council voted to split the increase evenly between the city and the employees.

Another large focus of the meting concerned the pending three-year contract with the city and the new E-911 Dispatch Center. The council deemed the contract to be too open-ended in certain contractual policies as it is written.

City attorney Michael O’Brien said the contract causes the council to enter the agreement without knowing the actual costs of such participation. He said the contract does not provide details on amounts to be paid to contracting parties, as well as being too speculative on the costs and provisions for adjustments. He also recommended a cost benefit analysis should be performed to determine if there would be savings in the transfer of dispatching functions of the Police Department.

In addition to costs, the council deemed the current contract to be endangering of a conflict of authority with its financial and hiring policies.

O’Brien and the council hope to have a final contract approved by the beginning of November to facilitate an opening date for the center.

In addition to contract revisions, Councilman Eddie Tucker said he would like to see the dispatchers trained more to consult callers on their emergencies. Police Chief Alan Watson responded that under the new contract, all E-911 employees must complete emergency medical dispatching training within one year of employment.

An additional emergency personnel matter was brought forth at the meeting. The council approved a late budget addition of $3,500 for the Talladega Rescue Squad for the upcoming fiscal year. The squad was unable to formally make its request on time because its secretary was ill. The council agreed that its services were too important to not be given funds.

Earmarking of funds was also removed from the $5,500 budget of the Community Action Agency.

Later in its meeting, the council went into executive session to discuss pending litigation. Patterson said there will be a report on the matter for the Environment Protection Agency available Friday.

In other matters, the council:

• Passed an ordinance to regulate the disposal of fats, oils and grease by food service facilities. All food services must use proper grease interceptors to minimize the waste that enters the sewer system and pay annual permit fees for such interceptors.

• Further enforced that salaried employees are not entitled to compensatory time.

• Approved weed abatement liens to be placed on eight properties.

• Renewed a lease agreement for municipal property at the Talladega Municipal Airport.

• Approved a contract with Clements Dean Building Company to provide renovations for the Police Department at a cost of $374,000.

• Approved the demolition of two mobile homes on Reddish Lane.

• Appointed Chuck Roberts and Joseph Ballow as the city’s representatives to the CoosaValley Annex Board.

• Approved a consolidation between Talladega County and the city as part of the 2010 Census Complete Count Committee. The council will do this by appointing seven additional members to the county’s committee.

• Awarded Charles Morgan of the Community Appearance Litter Crew the Top Gun Employee of the Month Award.

• Designated the street presently named Garvin Street to Canaan Way.

• Transferred the alcohol license for Triangle Restaurant to its new owners.

• Approved the city’s holiday schedule for the next fiscal year, including 12 holidays and an additional day for birthdays.

Are you talking about the city trucks all over town stopped at places like the Dollar tree at times when they should be at work?Maybe that you are talking about City vehicles parked at employees home overnight.Maybe that there is no oversight in play here!Again we need all (NEW PEOPLE) installed after election time.

All I see is Talladega going completely under. All the old Talladegians have the good city jobs, and the rest have crappy jobs. As far as the mayor goes I dont know if its the old townspeople holdin him back but all he does or I see is him cutting ribbons.

Talladega needs a new council and some businesses built to produce more job growth instead of people having to drive 20-50 miles away to work for a living.

Unless my information is wrong, not only will your water rates go up 8%, but then your sewer bill will also incease 8%. In other words, if your water bill is 50.00 per month, then your sewer bill will be 50.00. The sewer is the same as the water. when the water goes up the sewer goes up an equal amount...some folks say, so what is a few dollars....many of the citizens in Talladega are on low wage jobs, retirement, social security, government subsidy, and yes many have lost their job....when these folks are just barely surviving, a few dollars a month is a lot to them...Mary & I are thankful that we will be able to afford the increase, but this has not always been the case. We married at age 16 and was working for .50 cents an hour...I know what it is like to not have any money left for even an ice cream....God has blessed us through the years with good health and a decent income....there are those not as fortunate and I am concerned and feel for these folks...Having served as Mayor for 11 years, I am aware that it takes a lot to run a city...however, I feel our present leaders are making some decisions and spent or obligated millions of dollars that would have been better not done...Maybe we can talk about this on our IN THE INTEREST OF THE PEOPLE TV PROGRAM SUNDAY NIGHT AT 8PM....Also, I would encourage each one to write a letter to the editor and send it to the Daily Home...I know they appreciate you speaking out. The Bible tells us to "fret not thyself from evil doers, for they shall soon be cut down like the grass and wither....maybe at the next election we will see some elected officials withering...

All the comments, so far today, unanimously agree that the only hope for Talladega is change.

The persons in "high positions" now, are the only persons that seem to be benefiting from the government we have.

Senator Preuitt for one, doesn't seem to care about the future Of our city. Granted, his goal is making money, but Talladega is only a tool used to enhance his personal wealth.

I haven't known Mr. Barton long, but I trust him and know that he wants Talladega and its citizens to have an econmical revival, as well as gain a respectable and responsible place in the state.

This is a challenge, but I don't think he's ever backed down from a challenge.

Although he's not in office, he tries to get the "word out" whether it's good or bad. He listens to both sides of a controversy and encourages both sides to speak out and then lets each individual make his/her decision. This is called freedom of speech and democracy.

I hope we can call Larry Barton, Mayor again.

So from what I gather from several of the comments below it's general knowledge that the water/sewer system in Talladega is lacking, but everyone is up in arms over an 8% increase in rates? How much is an average water bill there? Lets just say it's $50, which would be on the high side I suppose, that's a whopping $48 bucks a year.

Do you people notice how energy bills increase annually? I'm fine with the increase, but I want to see how this money is going to be spent!

all of you people who say you hate larry barton ..well get ready because this coun cil and this city manager have just insured his return to city hall. every one of these councilmen and that city manager need to go. to bad we can't have a recall election. sure i know that the mayor can't do much since it is mostly ceremonial but he can sure be a thorn in someone's side. Talladega seek you out qualified and concerned candidates for the next election.Lets get all new people.All five council members Mayor and city manager needs to go.Look around every city around us is growing but where is Talladega?We are sitting here twiddling our thumbs and nothing gets accomplished.It appears that Talladega has been displined by ADEM and now it appears that our great do nothing untill you have to council wants to pass that(cost)to city employees and the honest tax paying customers of the Talladega Water and sewer board.The responsible partys should have to pay and no one else!

I'm also wondering about this building and land Stampfler got the city to buy. Now I know his plan--he'll renovate it and create apartments for the employees who can't pay rent or house payments because of high insurance rates. By the way, the individual employee is paying $76 every two weeks (now $84). Not even the smallest towns charge that kind of ins, and it's REQUIRED.

But then again, maybe he plans to open a Bingo Hall! Great business, and everyone will have plenty to do. The police (lots of dui's, robberies, thug activities from gambling) will stay too busy to worry about low pay and lack of usable equipment. Doctors will love all the new patient loads (people get stressed from losing money and start beating up their friends and families, and themselves). The street department, water and sewer department, all department will be so happy. NOT.

This city is in big trouble, and the citizens need to take a stand. Larry, what can we do before the elections? Those are a while away.

Tallchick. I can relate with you on the ins.. Our ins. cost that much and my husband does not work for the city. But I have a brother in law that does and he says the same thing you do.

Larry. I agree with you about Preuitt and hurst.

And I also agree with most of the people that have put in comments. I think you should run for Mayor again. We need a REAL MAYOR!!! I am even willing to help you put out signs or anything.

City employees' ins. going up 10 percent doesn't sound like much, but for family coverage--that comes to $195.80 every two weeks. Excuse me, but that bites!! My hub works his hind end off to protect and serve, and he gets shafted by Stampfler and the Council. After cuts and the ins. he's laying his life on the line for about $10 an hour. Hey Stampfler, want to get spit at, laughed at, peed on, barfed on, cussed out and potentially stabbed/shot/beat up for $10 an hour? NO, of course not. Too busy NOT DOING YOUR JOB for $130 Thousand a year. Your job is to get good ins. for employees at a decent rate. You dropped the ball, big time. You disgust me. And the Council and Mayor are no better. Too busy with private agendas--big business deals with city hall connections, getting ready to run for other offices, scoring points and payoffs from ignorant citizens looking for favors. Here's a great idea--For just one month, try doing your jobs with honesty and integrity--suprise the city!! It could make a huge difference to us all. Well, THAT will nevert happen. Business as usual, money down the drain for us, in someone else's pocket, and klgeorge is right about the water---no matter what the latest 'fact sheet about Talladega water' says, the water is YELLOW, tastes bad, looks worse and smells. Fill a glass with it, let it sit for a day and things will be growing in it. Go to a council meeting and see the BOTTLED WATER the memebers are drinking. Too good to drink tap water? Or afraid to? Sure hope to be moving soon. This town is a disappointment. Larry, hope you run and get re-elected. At least you are honest ond open; beats what's in office now.

sic`n tired i will go along with you on this about larry being mayor again. i know we have not been good friends but when you call on him he was there for you. and he will do for you what he can and i know this he has done this even for me .so i have learned that if you have some thing that works you keep it and that is what larry did he work for all here in Talladega

and yes i am saying this even me larry knows what i am saying so i hope to see larrys name on the next election ballot this will be my second time to vote when he runs and i am in my mid 50s`

sic`n tired i am saying the warter is bad it is not good at all one time it looks like it has mud in it the nexts time it taste like it has bleach in it and at times it smell bad you know it is got to be bad for you. pay alot of money for water that may kill you and the point is where does the money go? i know i see a lot of new cars and homes that some of the workers have

and i do get what you are saying about the pay
