“About 12 days ago we got the first basin cover replaced with more compatible and thicker material. Now we have two basins covered and being scrubbed,” Kent Hall said.
Hall said the two basins that are now covered are equalization basins used for mixing and not for treatment of the water. The treatment basin does not produce an odor, Hall said, so there is no need to cover it.
The odor became a nuisance in the mill village near the facility and in Sylacauga in the late winter and early spring of this year. It subsided to a large degree when a cover was placed over the basin weeks later.
The odor returned in the late summer after REEF officials said the basin cover had torn. A dispute between REEF and the contractor that installed the cover delayed the replacement of the cover until recently.
Hall said REEF has spent more than $200,000 to fix the odor problem. He also said out there is nothing harmful being released in the air.
“It’s been tested, retested and tested again by ADEM (Alabama Department of Environmental Management) and by us independently, and there is nothing toxic about it,” Hall said.
He said he is considering inviting a group of Sylacauga residents to tour the facility after the new year and explain what the facility does and what is being done to limit the odor.
Hall said he had been receiving calls from concerned citizens about the odor and most have been courteous as he explained his side of the story. He said he has nothing to hide and is fine with people calling him with their concerns at 334-391-2075.
“I think there is a lot of misinformation out there and people may jump to conclusions. We’re not Frankenstein’s monster,” Hall said.

Never once did I come after you until your words became hurtful to those who have the same agenda as you do. Second I get angry with you when I type in a hurry and misspell some words. I am not a child. In fact I am a 65 year old proud grandmother who hates computers. I have worked in marketing for over 20 years and we did not use computers....just our mouths to sell. First question. I have the contents of what REEF put in the EPA dry beds. The first and only time was July 27. So someone tell me where they were dumping before then. The contents states in the limits of EPA, but when you think of those toxic substance being released into the air that is another situation. ADEM has not reliquished the contents to me or the Talladega County Commission even with the statement Pursuant to the Freedom of Information Act stated in my letter to them.
On Dec. 24 I received from CDC the following quote
"My staff did learn that the facility (REEF) is now under an ADEM air permit designed to reduce direct air emissions through the stack by addition of appropriate scrubber technology and reduce fugitive air emissions by the use of a basin cover. Recent discussions with ADEM indicate that neither control mechanisms is fully functional at this time. Reef is currently operating under a consent order that stipulates both the scrubber and basin cover need to be fully functional by March 2010. It is expected that once both of these systems are fully operational, the air emissions from the facility will be reduced. This is expected to reduce the odors in the community .....but ADEM has indicated it will likely not eliminate the odors from the facility.
Did you read that last remark from the CDC. I have been told by a scientist that they can cover every basin and put scrubber in, but it will not stop the fumes. That was from someone who would know. However, remember also that I have written documentation that REEF was warned in 2007 that they needed to control emissions. And in May 2009 they were told to have these by July 1. July 1 came and they were not in, stating due to a tear in the cover and weather torn scubbers. However, ADEM fined them $72,000 and gave them 3 years to fix it. That was a joke!
I am not in any litigation. However, they have 2 lawsuit against them. People don't have lawsuits unless they are doing something wrong. I am Just a concerned citizen that sits in her home and smells the fumes till I finally go to my bedroom and cover my head to sleep. By the way I live 5 blocks from downtown by the Catholic Church. I am just fed up with REEF and if the Daily Home would like to see my info I will gladly share. I have lots about how odors and fumes cause serious problems in the young and elderly. BG did you know that 50% of the seniors in the court are on oxygen. 315 signed the petition of the 2000 names and testimony letters I have.
