Council has little choice in raising rates

In the next two weeks the Talladega City Council will decide how much it will raise water and sewer rates to cover a $10 million bond issue approved at Monday’s council meeting. The bond issue is necessary to pay for improvements needed to bring the water and sewer systems into compliance with state and federal consent agreements.

No one likes rate increases, especially in this economy. But this appears to be a situation where there is little choice for the council. It can either issue the bonds, raise rates to repay them, or risk heavy fines and even more expensive mandates from the state and federal agencies.

Much could be said about how Talladega’s water and sewer system got into this mess. But such comment would not solve the problem now before the council.

That problem is that the Alabama Department of Environmental Management and the federal Environmental Protection Agency have agreed that if the city will improve its system, there will be no fines or mandates. Without that agreement, government officials could, and probably would, step in to make whatever changes deemed necessary and charge its users whatever it needed to cover those costs.

This way, the elected officials who represent the citizens of Talladega have a say in what is done, how it is done and how it will be paid for.

Rate increases of 1 percent; 4 percent and 8 percent are being considered. Interim city manager Brian Muenger says he will probably recommend the 4 percent increase, which would result in about 138 percent coverage of the debt payments each year.

“Three or four years down the line, if we need to, we can always go back to the market to borrow some more. Coverage of about 125 percent is usually standard, so we should feel very secure at 138 percent,” he said.

The council can expect the usual outcry that accompanies any increase in costs. But it really has no other option. Neither do the citizens of Talladega if they want clean water and a safe sewer system.

You get what you pay for. And this service must be paid for.

You are absolutely right! Slowly, but surely, the town of Talladega is dying right before our eyes. A mayor and city council were elected to manage the affairs of the town, and this should have been enough. For years and years in the past it had worked just find. Only problem was, and still is, the people elected were not, and still aren't, willing to spend the time necessary to get the job done. So, what did they do? They hired a city manager who has no ties to the town...does not care about the town. They hired this man and gave him the keys to the town. Today we are paying for their sins. Now they want to charge more for water and sewer. Do they not know that groceries, gas, and other essentials of life are going up every day. A person living on Social Security lives on a fixed income. It DOES NOT go up everytime the wind blows in a different direction. Just living from day to day, or from SSI check to SSI check becomes more challenging every day. It's time the people of Talladega take a stand and tell the bums we have in office that "enough is enough!" and vote them ALL out of office. We need a mayor and city council (NOT A CITY MANAGER) who have the best interests of ALL the people of Talladega at heart, and a mayor and city council that is not concerned with lining their pockets with someone else's money. Larry Barton, if you are listening, it's time for you to return to Talladega as mayor, and it's time for you to help get our house in order.

If everyone is fed up with whats going on in this town maybe you might need to hit the election polls and get rid of the problem point blank! I for the life of me still haven't figured out why our little town needs a mayor and a freaking city manager dang it's not like we live in Washington D.C. or maybe I'm just old school!

Council minutes March 4,2010- Patterson states=The problem with the Water and sewer board management was not the problem of the employees but of management.

That statement brings to light two quetions. 1- Why after admitting bad management would Patterson want to put another $10 million in their control? 2- Do we have a board for the water and sewer dept. or not? It has been stated that the board was dissolved and the city has taken over responsibility for the utility. Also on the Talladega web site under the Talladega Water and sewer dept.: You may also attend the monthly board meetings held on the second monday of each month at the Water and sewer dept.offices.: Which is it? Does a board exist at the dept. or not? If so who is on it and what is their fuction supposed to be? What are their salaries?

The citizens of Talladega need to know why Patterson wants to continue to pump money into admitted by himself and other council a failed management. What return will Talladega get for this ten million dollar investment? Will we face the same issues in the future? Will we find ourselves in the same dilema.

Patterson, as a citizen of the city of Talladega I ask will you resign and get out of the way for the better of all of Talladega?

As a Customer outside the city limits my water was raised 25% above city residents long before they raised rates inside the city and we don't have sewer out here and the lines are just fine...So WTH am i paying for with that 255? It surely isn't for any work outside the city limits. DISCRIMINATION AND RACKETEERING!!!!!!!!!!!!!!! Section 11-50-121

(d) Any municipality may combine its sewer system and any water distribution system owned by it and may establish a single schedule of rates, fees, and charges for the water and services furnished by such combined system and may provide for reductions in such schedule in cases where water is furnished to premises that are not connected with the sewer system.

I don't think the city residences votes count for any thing That's why i moved out of the city of Talladega ...to get away from the CLIQ who can violate any law and have no fear of punishment. and get away w/ it. look no further than the lawyers and judges that give them advice on what is legal and not! Oh wait wasn't they on the water board ? oh well fair and equal,and up hold the laws and Constitution sounds good when they want your vote for office. BTW the water board was disovled yet the city operates BY the laws governing a water board and says so...even though we don't who is on this board now and it's against the law for the city council to act or be on the board. go figure.

This article ends by saying you get what you pay for and this service must be paid for. Has the citizens of Talladega been getting what they have been paying for. NO THEY HAVE NOT!! How many people now would invest with Berney Maddoff? The ponzi scheme robbed many people of their investments,now that it has been revealed no one in their right mind would put a penny there if they could. The management of the Talladega water and sewer needs to account for the position that they now find their self in,finace wise.maitainace wise,allowing themselves to be out of compliance with the EPA and ADEM, and ignoring citizen complaits. Already the city has paid a $31,000 fine and are still not in compliance. If one would read the council minutes you will see that time and again the council has stated what has led us into this situation,mismanagement by the water and sewer dept.Now then the council must give an account of why there was no oversight and ask that the customers of the water and sewer dept. muster up more money. It looks like now that 3 of the council recognise the need for professional management and at the same time Patterson wants to continue to reach into the ranks of this proven failed management to promote another to the top. We as a city must have a dependable water and sewer system for the health and welfare for all. If we must borrow that money to float two previous loans and rebuild our infrastructor then we want gurranties.

1 Must be professional leadership and not come from within existing dept.

2 Must be truthful in all respects and file timely and truthful reports.

3 Must comply with EPA and ADEM

Agreed council now has no option but to act.

disagree that we have no option. Election time gives us the option .

Everything that I have related to here tonight came from the council minutes over a period of months and years. Exception Bernie Maddoff. I only used that to plead for the city not to continue to pump money into a proven failed management!

Earlier a blogger raised some interesting questions concerning the proposed water rate increase in Talladega. I have to agree with him. The problem of crooks in Talladega's local government go back to the days of Larry Barton. Everyone seems to be in public office in Talladega for only one reason,"How much can I steal without getting caught?" If the Water/Sewer Department had been managed right, and the people of Talladega given quality service, Talladega would not be in the shape it's in today. When you drive by the sewer plant and the smell gets to you, don't worry. That's just Talladega politics as usual. It smells...It stinks......

This article goes at the consumers as if we are ignorant as to the reasoning behind rate increases. (as if we don't understand things break or wear out over time) It also states that we shouldn't speak of any number of reasons why the system is in the shape it is currently in. (Stolen and wasted water and sewer money that nobody ever was prosecuted and sentenced to prison for) Really?? Well before we raise rates to pay for this current 10 million dollar loan so we can improve our system may I ask a question to those atop the ivory towers at city hall? What was the water & sewer rate increase we just got? Do you remember that?? It just went up about 20%. Or was that Mr. Stamplers severence pay?? I think as citizens that have been stolen from by the water and sewer board and had huge rate increases for presumably no reason and have no choice in waste management, we should be allowed to dig a well on our own property within the city limits.
